Ryan Biggs | Clark Davis Engineering & Surveying, D.P.C., is one of the largest woman-owned engineering firms in Upstate New York.  Specializing in structural engineering; civil engineering; repair and restoration; construction support, inspection, and testing; and surveying; we provide services to architects, engineers, developers, and private and public owners.  The firm was created as a result of the merger between Ryan-Biggs Associates (founded 1973) and Clark Engineering & Surveying (founded 1986).  Ryan Biggs │ Clark Davis has offices in New York’s Capital Region, Finger Lakes Region, and the Hudson Valley, and maintains a staff of 35, including 20 licensed engineers.  The firm maintains WBE certifications in New York, New York City, and Massachusetts.

Our principals and senior staff serve on several code-formulating committees and speak frequently on technical topics. The firm is an accredited NYS Education Department Continuing Professional Development Provider.

Jamie manages many of the firm’s educational, municipal, commercial, and industrial projects in the Central NY Region of New York State. With the firm since 1988, she oversees all operations in the Finger Lakes Office.

Ann L. Clark, P.E., LEED AP

Vice President/Principal

Ann has served as Principal in charge of structural, civil and environmental design projects since 1986. She brings extensive engineering experience to Ryan Biggs | Clark Davis with an emphasis on the design, analysis and repair of structures. The wide range of project types for which she has held design responsibility include the structural analysis and design of industrial, commercial, educational and residential structures for both renovations and new construction.

Paul A. Rouis III, P.E.

Principal

Paul is principal-in-charge for engineering design and renovation of cultural, educational, medical, industrial, and parking structure projects. In addition, he specializes in the design, specification, investigation, and restoration of concrete buildings and parking structures. With the firm since 1987, he oversees the firm’s project management and quality review programs.

Jack manages many of the firm’s historic preservation, masonry restoration, and forensic engineering projects. With the firm since 1998, he oversees the firm’s restoration group.

Chris manages many of the firm’s projects in the educational and healthcare markets, as well as contractor support service projects in Central New York. With the firm since 2001, Chris manages the firm’s internal quality review program.

Christopher A. Lesher, P.E.

Senior Associate

As a Senior Associate at Ryan Biggs | Clark Davis, Chris manages many of the firm’s projects in the educational, cultural, healthcare, and municipal markets.  With the firm since 1990, he is licensed in NY and MD.  In 2010, he was named Engineer of the Year by the Mohawk-Hudson Section of the American Society of Civil Engineers.  Chris is a member of the American Institute of Steel Construction, National Society of Professional Engineers, American Wood Council, and American Society of Civil Engineers (ASCE).  He is Past President of the Mohawk-Hudson Section of ASCE, serves on the executive steering committee for the Capital Region’s Celebration of National Engineers Week, and has served as Chairman for the Mohawk-Hudson Chapter of the Structural Engineering Institute, ASCE Golf Classic, and Model Bridge Competition for high school students.  He is also an Adjunct Professor in the department of Civil and Environmental Engineering at Rensselaer Polytechnic Institute.  Chris is a graduate of The Pennsylvania State University.

Michael C. Miller, P.E.

Senior Associate

As a Senior Associate at Ryan Biggs | Clark Davis, Mike has managed many of the firm’s projects in the educational, industrial, and municipal markets.  He also provides structural engineering support to our contractor clients for the design of specialty temporary shoring and scaffolding.  Licensed in NY and DE, Mike has been with the firm since 1985.  He is a member of the Construction Specifications Institute, American Society of Civil Engineers, and the American Institute of Steel Construction.  Mike is a graduate of Union College.

Neil E. Weisel, P.E.

Senior Associate

Neil is a Senior Associate at Ryan Biggs | Clark Davis and provides project management for many of the firm’s projects in the healthcare and educational markets.  He also provides the structural detailing design of connections for many steel fabricator clients.  With the firm since 1988, he maintains professional licenses in NY and PA.  Neil is an active member of the American Institute of Steel Construction and specializes in the design of steel structures.  Neil is a graduate of Drexel University and earned his masters in Civil Engineering from University of Pittsburgh.

Everett R. Quackenbush Jr., PLS

Associate/Chief Land Surveyor

Everett is Chief Land Surveyor at the firm and provides clients with boundary surveys for property line determinations, and complete planimetrics and topographic survey and mapping for site development, street, utility, highway, bridge, airport and campus projects.  With over 30 years of surveying experience, Everett is a member of the New York State Association of Professional Land Surveyors, Inc., and the Town of Hoosick Lions Club.  He holds a professional land surveyor license in NY.

Otto J. Schwarz, P.E., S.E.

Associate

Otto Schwarz provides design and management for many of the firm’s projects in the industrial, hospitality, and educational markets. With over 15 years of structural design and management experience, he holds a Bachelor’s degree from Tennessee Technological University, and a Master’s degree from North Carolina State University. He is a member of the American Concrete Institute, the American Institute of Steel Construction, and the Post-Tensioning Institute, and he has been a guest lecturer for SE University and ACEC New York. Ross M. Shepherd

Associate/Revit Designer/IT Manager

With the firm since 1992, Ross is an Associate at Ryan Biggs | Clark Davis.  He oversees the firm’s Information Technology department and is also a Revit designer and CAD designer.  Ross is a member of the Structural Modeling Group for the BIM-M Initiative which seeks to establish a roadmap for masonry design in BIM applications.  Ross holds a degree in Environmental Design from Texas A&M University. Jill M. Shorter

Associate/Marketing Director

With the firm since 2000, Jill is responsible for business development, information and data management in the firm’s CRM system, and coordinating public relations for the firm. She manages advertising, the development of media and promotional materials, and proposal preparation. She is a member of the Society for Marketing Professional Services and served as President for the Upstate New York Chapter for three terms.  She is currently the Chapter’s Membership Director and sits on the Regional SMPS Planning Committee for the Northeast Regional (The UBER) Conference.  Jill has served as Vice President for Capital Region Canstruction for five years.
