This project included renovation of the existing 1931 neoclassical building, as well as the design of a modern addition. Renovation design entailed a complete structural evaluation including a seismic upgrade to comply with FEMA and GSA regulations. At the new building, the 70-foot-high clerestory atrium design uses exposed structural elements as primary architectural features. The glass roof and walls of the atrium are supported by a system of steel trusses and concrete frames, utilizing building techniques reminiscent of the original historical construction.

The trusses are supported by five-story-high clusters of thin steel columns. A mat foundation supports the basement parking level and allowed the building to be constructed over a series of abandoned unstable coal mines. The building contains courtrooms, offices, a post office, and a sally port.
